The statutes of the IPCY

1.     CONSTITUTION

These statutes govern the operation of the University of Montréal’s Institute of Philosophy, Citizenship and Youth, henceforth referred to as the Institute.

2.     REPORTING

The Institute operates under the University of Montréal’s Faculty of Arts and Sciences.

3.     MANDATE AND OBJECTIVES

The general objective of the Institute is to promote the practice of philosophy with youth (children and adolescents) in the areas of ethics, reflection on rights, scientific reasoning, aesthetics and metaphysical questioning. The goal of this philosophical practice is to develop critical thinking, good judgment, as well as the civic and moral dispositions suitable for democratic citizenship, such as open-mindedness, tolerance, and a sense of justice. Practicing philosophy with youth thus fosters their autonomous development and personal fulfillment.

The research programming of the Institute will unfold in three complementary areas of activity: research in philosophy for youth approaches, training in philosophical facilitation, and fieldwork.

4.     GOVERNANCE

The Institute is under the direction of a professor from the University of Montréal and has three committees: the Management Committee, the Research Committee, and the Members’ Assembly.

4.1 Management Committee

4.1.1 Composition

The Management Committee is composed as follows:

  • the dean of the Faculty of Arts and Sciences, ex-officio member, to preside, or the person designated by them;

  • the director of the Department of Philosophy, ex-officio member;

  • the director of the Institute, ex-officio member;

  • a professor member of the Institute, appointed by the dean of the Faculty;

  • a public figure from relevant sectors to the areas of research and the objectives of the Institute (notably the business, cultural, academic, government, and philanthropic sectors), appointed by the dean;

  • the coordinator of the Institute, to act as secretary of the Committee, without voting power.

If deemed appropriate, the Management Committee can appoint other members. It can do so by making a recommendation to the dean of the Faculty, who makes the final decision.

4.1.2 Functions

 The Management Committee :

  • defines the terms of its operation;

  • recommends candidates for the position of director of the Institute to the dean;

  • appoints members of the Institute on the basis of a recommendation from the Research Committee of the Institute;

  • approves the research programming proposed by the Research Committee of the Institute;

  • ensures the compliance of the operation of the Institute with the policies and regulations of the University;

  • represents the interests of the Institute before relevant authorities;

  • pproves the annual activity report prepared by the director as well as the financial reports and fiscal forecasts.

4.1.3  Length of Term

The members’ term lasts 4 years and is renewable.

4.1.4  Meetings

The Management Committee meets at least once a year at a time determined by its members.

4.2 RESEARCH COMMITTEE

4.2.1 Composition

The Research Committee is composed as follows:

  • the director of the Institute, ex-officio member, to preside;

  • the vice-dean of research and creation of the Faculty of Arts and Sciences, ex-officio member, or their designated representative;

  • two professors from the Department of Philosophy, appointed by the dean of the Faculty on the basis of a recommendation from the director of the Institute;

  • a professor from a unit outside the Department of Philosophy, appointed by the dean of the Faculty in consultation with the director of the Institute;

  • the coordinator of the Institute, to act as secretary of the Committee, without voting power.

4.2.2 Functions

The Research Committee:

  • defines the terms of its operation;

  • receives the annual activity report of the Institute;

  • advises the director about the development and the research programming of the Institute;

  • makes recommendations to the Management Committee regarding the appointment of members of the Institute.

4.2.3  Length of Term

The term of members lasts for 4 years and is renewable.

4.2.4  Meetings

The Research Committee meets at least once a year at a time determined by its members, in coordination with the agenda of the Management Committee.

4.3 MEMBERS' ASSEMBLY

The members of the Institute are professors, researchers, postdoctoral fellows, students (at all levels), research professionals, and practitioners of relevant sectors. They are appointed by the Management Committee on the basis of a recommendation from the Research Committee. They participate in the activities of the Institute and contribute to its development and influence. Members constitute themselves in assembly. The Members’ Assembly meets once a year when convened by the director, who acts as president. The coordinator is an ex-officio member without voting power and acts as secretary.

4.4 DIRECTOR

The director, a professor in the Department of Philosophy, is appointed by the dean on the basis of a recommendation from the Management Committee. Its term lasts for 3 years and is renewable.

5  RECOGNITION

The name of the Institute is mentioned by all members (as well as their students and fellows) during any research activity and any outreach event pertaining to the Institute’s programming, regardless of its nature.

6  ADOPTION AND MODIFICATIONS OF THE STATUTES

The statutes of the Institute are adopted by the Board of the Faculty of Arts and Sciences. Amendments to the statutes are also adopted by the Board of the Faculty; however, the Management Committee can adopt minor modifications of the statutes.
